Create design-stage control before work reaches site
Construction risk is easier to manage when material decisions are visible early. Levantis provides direct advisory input for projects where the client and design team need a clear route through pre-construction information, design-risk coordination, dutyholder records and Health and Safety File planning. Jamie brings the health and safety perspective into the design conversation in a way that stays connected to programme, buildability, maintenance and handover.
The work is grounded in the Construction (Design and Management) Regulations 2015, statutory instrument 2015 No. 51. The regulations set duties across the project team. Regulation 4 addresses client arrangements for managing projects, regulation 5 covers appointment of principal designer and principal contractor where more than one contractor is involved, regulation 11 sets principal designer duties in the pre-construction phase, and regulation 12 addresses the construction phase plan and Health and Safety File.
Start with the information that drives decisions
Effective coordination starts with an honest picture of the project. Levantis reviews the information available to the design team, including the client brief, existing surveys, access constraints, programme, known hazards, site interfaces, design responsibilities and anticipated construction methods. The review draws out gaps, assumptions and priorities so the team has a shared basis for decisions before important design packages move forward.
Jamie sets up proportionate control for the instruction: a pre-construction information review, a design-risk register, action records, meeting prompts and an agreed Health and Safety File structure. The focus stays on significant risks that need active communication, design action, sequencing, residual-risk management or clear information for those who build, use, maintain or alter the asset. The format is shaped around the project’s scale, procurement route and governance arrangements.
Coordinate risk across designers and dutyholders
Design-risk coordination is not a separate paperwork exercise. Levantis helps the project team identify where risk passes between disciplines, packages, temporary works, access arrangements, services, maintenance, demolition, refurbishment or future use. Actions are recorded against named owners and reviewed at the point where a decision can still influence the design. This gives clients and designers a practical record of what was considered, what changed and what needs carrying forward.
Jamie can attend agreed design and coordination meetings, prepare focused agendas, capture decisions and maintain the action trail. The formal appointment and exact role scope are agreed before work begins. Levantis does not assume the legal responsibilities of a dutyholder without a written appointment and an instruction that defines authority, project boundaries, information flows and the interface with the client, principal contractor and wider design team.
Plan the Health and Safety File from the beginning
The Health and Safety File is most useful when it is planned while the project is being designed, not assembled as a last-minute archive. Levantis establishes a file index, information plan and collection route early. Designers and contractors then have clarity on the information that needs to be developed, checked and passed forward as the work progresses. This reduces the risk of handover becoming a scramble for drawings, warranties, operating information and residual-risk records.
At close-out, Jamie reviews the file against the agreed structure and records outstanding information with the responsible party. The process is informed by regulation 12 and by HSE L153, Managing health and safety in construction. It does not certify an asset as risk free or replace the responsibilities held by the client and appointed dutyholders. It provides a controlled route for the agreed project information to be assembled and handed over.
